State labor board issues new complaint

NORTH KINGSTOWN—As North Kingstown and its firefighters continue to contend over the March 2012 implementation of a three-platoon scheduling system, the Rhode Island State Labor Relations Board (SLRB) has issued a new unfair labor practice complaint against the town for sending a letter appealing for a settlement without union knowledge. The March 27 letter was sent to individual firefighters because of the council’s concern that the tentative settlement agreed with the North Kingstown Firefighters Association (NKFFA), Local 1651, was not passed on to its membership.
The board has stated that the letter was aimed at ‘bypassing the union,’ and that it had offered a $14,000 cash-in-hand signing bonus for each firefighter upon signing the agreement, a stipulation which was different to the one posed to the union itself.
