NORTH KINGSTOWNâ€”A planned public hearing to discuss an amendment to the comprehensive plan of North Kingstown began with a presentation by the Consensus Building Institute on how plans to bring a mixed-use development to the intersection of South County Trail and Ten Rod Road would affect those closest to it and ended with applicant Mark Hawkins sitting in a chair exhausted, his head in his hands, no closer to a decision than he was when he walked in.
After three hours of back-and-forth discussion over the language related to the possible changes to the townâ€™s comprehensive plan and zoning ordinances, the North Kingstown Planning Commission failed to move any closer to a decision on the matter, instead pushing the issue, which has been on the commissionâ€™s docket since last October, to its June 21st meeting.
At issue is an application by Hawkins, M.L. Hawk Realty, LLC, Joshua Hawkins and VKV Realty, Inc that would reclassify the proposed â€śThe Preserves at Rolling Greensâ€ť development from a largely residential property into one in a â€śmixed-use village overlay zoneâ€ť.
Hawkinsâ€™ proposal would construct over 35,000 square feet of retail space, 36 duplexes and 10 single family homes around the Rolling Greens Golf Course, a 122.5-acre property located near Rts. 102 and 2.
Tuesdayâ€™s meeting featured a presentation by CBI in which the nonprofit organization revealed results of a survey conducted on 13 people â€świth a broad range of opinions about the Western-most intersection of Rts. 2 and 102â€ť said presenter Ona Ferguson.
The survey showed that views remain divided on the issue and its potential impacts on the area, something that didnâ€™t surprise Planning Board member Jeffrey Michaelson.
After the presentation, the planning board spent the rest of its meeting debating what the language of a potential change to the comprehensive plan and zoning ordinance should state and, after much debate, decided it needed more time to compare the language as it currently stands to the potential changes brought before them Tuesday night.
The committee voted unanimously to table further discussion and any public comment on the issue to June 21.
In the meantime, the Planning Commission will once again entertain a public hearing on the proposed Stamp Farm wind turbine at its next regularly scheduled meeting, Tuesday, June 7.
