Mageau accuses town employees of fraud, cover-up

CHARLESTOWN - Former Town Council President James M. Mageau has accused some town employees of conducting an illegal fundraising campaign, and has also accused current Councilman Daniel J. Slattery of attempting to cover it up.

Mageau alleges that Town Administrator William DiLibero, Dept. of Parks and Recreation Director Jay Primiano, and Economic Improvement Commission (EIC) Chairman Frank Glista were involved in the fraudulent set-up of an organization called Friends of Ninigret, and illegally solicited tax-deductible donations at the Rhythm and Roots Festival at Ninigret Park on Labor Day weekend.

In a press release, Mageau says that Friends of Ninigret is “an organization that does not now exist and has never existed, either as a separate charitable organization or as a town-created committee or reserve fund.”

DiLibero said that he believes no town employee did anything wrong. He said that Friends of Ninigret has been an ongoing project for EIC for about a year, the town council had supplied money for Ninigret Park when they applied the most recent budget, and the town finance department created an account for Friends of Ninigret.

“The council had funded money to do what we did,” he said. “There was knowledge of it.”

“I think that if there is a mechanism in place to have the money accounted for, I don’t have a problem with it,” DiLibero added.
