Hartford gaining familiarity with CCFD

COVENTRY — The newly-appointed receiver for the Central Coventry Fire District, Steven Hartford, is making his way through years of finance records in an effort to learn what the past and present challenges of the fire district were and are and at the same time, looking for more effective ways to move the wounded district forward.
He was appointed on May 6 and said he was somewhat surprised by the appointment because he had been working with Governor Lincoln Chafee on the Central Coventry issue up until that point and he thought the plan was to go with a budget commission.
“The Governor felt that the situation called for more immediate and definitive action to save the district and so he decided in consultation with Rosemary Gallogly to go directly to a receiver,” Hartford said. “It is my understanding that he felt I was well suited for the task because of my past experience running a municipality and the fact that I am a lawyer I think he felt I had a good understanding of the legal issues surrounding a receivership and the implications of bankruptcy and reorganization.” Hartford added.
