RICHMOND â€” After listening to the dialogue at last weekâ€™s Chariho School Committee meeting, Town Councilor Erick A. Davis reported back to the town council Tuesday night that it appeared that Hopkinton and Charlestown believed that Richmondâ€™s proposed changes to the Chariho Act were based on the potential increase in population from the future Richmond Commons apartment complex that will have approximately 300 units of one or two bedrooms.
