CHARLESTOWN â In its seventh round of funding, the town will apply to the Rhode Island Clean Water Finance Agency for $300,000 to finance the Community Septic Loan Program, which provides low-interest loans to homeowners who are required to replace cesspools and failing septic systems.
By town ordinance, residents are required to properly operate and maintain on-site wastewater treatment systems (OWTS) because noncompliance could contaminate groundwater, which is the townâs only source of drinking water. Septic systems are the townâs sole method of sewage disposal.
